29th International Open Head
General Rules & Regulations
  1. ORGANIZATION AND SANCTION
    This International Bowling Championship is organized by the Philippine Bowling Congress (PBC) and sanctioned by Asian Bowling Federation. WTBA Playing Rules and Regulations shall apply on matters not covered herein.

  2. ELIGIBILITY
    Only PBC members in good standing and hwo are bonafide members of their Association duly recognized by the PBC are eligible to participate in this tournament. Amateur bowlers who are bonafide members of their respective Congresses are eligible to participate.

  3. AVERGAES
    Bowlers shall be classified according to the latest PBC listing of averages. Bowlers without PBC average shall get an average certification from their respective Associations signed by their President or Secretary, otherwise they will be classified as Class O bowlers with an average of 188 for men and 176 for the women bowlers.

    Foreign bowlers must submit a certification and proof of their averages as attested to by the officials of their respective Associations or Congresses and this certificate must be submitted to the Secretariat during the TOURNAMENT but before the FINALS. Otherwise, concerned bowlers may not be allowed to play in the finals and may not qualify for any award.

  4. CLASSIFICATION

    1. Class O
      Singles, Doubles and Team Events are open to all bowlers regardless of average in both men and women divisions.

    2. Class A
      Singles, Doubles and Team Events are open to bowlers with the following averages:

  5. REGISTRATION OF ENTRIES
    Registration of entries, duly completed and with the corresponding payments, will be accepted at the venue of GVCC Bowling Center starting June 4, 1999 at 1:00 pm. Entries will be accepted subject to the availability of lanes and squad time. The Tournament Committee reserves the right to accept or reject an entry, postpone, add or cancel any squad time.

  6. REFUND
    No refund shall be made after an entry has been registered. In cases where participant/s do not show up for their scheduled squad time, all fees for this particular entry shall be automatically forfeited. The Tournament Committee or his appointed official on duty reserves the right to sell, allocate or re-assign such forfeited entries.

  7. REPLACEMENTS AND CHANGES
    No changes in squad time will be allowed after an entry has been registered. Only the following will be accepted upon payment of twenty pesos (P 20.00) and made not later than fifteen (15) minutes prior to the designated squad time:

    1. Changes and/or replacement in the trios and doubles line-up.
    2. Individual replacement in the singles / qualifying event.

  8. CHECK-IN TIME
    All participants must check-in at the tournament counter at least fifteen (15) minutes before the scheduled squad time. The GVCC Bowling Center Time shall be the official time of the tournament.

  9. PLAYING UNIFORMS
    Bowlers should wear uniforms reflective of their Congresses/federation, association, club or sponsor. PBC Patches or uniforms bearing the PBC seal are requireed for all PBC members. All participants are expected to observe the appropriate dress code when playing. The Tournament Committee may not permit a bowler to bowl without the required uniform.

  10. BOLWING BALLS
    Only legal bowling balls will be allowed in the tournament. It is the bowler's responsibility all weight and specifications conform to FIQ regulations. The Tournament Committee reserves the right to examine the balls used by the participants. Use of an illegal ball is a ground for disqualification and forfeiture of game, prizes and standings aside from such other penalties that may be imposed if the use of an illegal ball is proven.

    All Masters finalist must submit their balls for examination and registration at least one (1) hour before their scheduled roll-off.

  11. PLAYING AREA
    Other than the players and official individual/team coach, only tournament officials shall be allowed to enter the playing area. When leaving the playing area during the competition, the bowler is requested to ask permission from the lane marshal or tournament official.

  12. FOULS
    The automatice foul device will be used to determine if a foul is committed and no appeal shall be allowed unless there is a preponderance of evidence that the machine malfunctioned and no foul had really been committed. In the latter case, a marshal shall be called to observe and determine whether the foul device is functioning properly or not. If the automatic foul device is found to be inoperative the official scorers will be assigned to call the fouls. Ant appeal shall be directed to the officials. A player is not allowed to commit a foul on purpose to his/her personal advantage. Spectators shall NOT be allowed to interfere with call made by the duly designated officials.

  13. EVENTS

    1. ALL EVENTS: all bowlers are required to pay their All Events entry upon registration and before palying any of the events. Failure to do so will disqualify his/her all events score. A bowler's first attempt in Singles, Doubles, Team Events shall count toward his/her all events score, regardless of the group classification in which the events are played. A bowler's classification shall determine his/her all events entry. All events champion and two runners-up shall be declared for each classification and division. To qualify for any award and to compete in the Associate, Graded and Open Masters finals, a bowler should have completed his/her all events.

    2. SINGLES EVENT: played by one (1) male or one (1) female bowler and will be playing a 4 game series.

    3. DOUBLES EVENTS: consists of two (2) male or two (2) female bowlers and each playing a three (3) game series.

    4. TRIOS EVENTS: consists of three (3) male or three (3) female bowlers and each playing a three (3) game series.

    For Singles, Doubles and Team Events, total pinfalls will determine the winners. Highest three (3) scores in each classification and division will be declared champion, 1st runner-up and 2nd runner-up.

    A bowler may play an unlimited number of tries. Doubles or Team events with the same line-up can play in an unlimited number of attempts, but only the highest series will be considered in the same classification.

  14. QUALIFYING
    Qualifying for the Associate, Graded and Open Masters final for men and ladies shall consist of four (4) game series. A bowler is required to complete his/her all events before he/she can play the qualifying event. A bowler who wishes to enter his/her singles event scores also as a qualifying score should first complete his/her doubles and team event. Any bowler who played the singles event before the completion of the doubles and team events cannot enter/use his/her singles event scores as qualifying scores. Once a bowler has completed his/her all events, all qualifying scores will be considered as singles score. Each bowler is allowed an unlimited attempt. A bolwer may qualify for higher classification with no m\limit to the number of attempts, provided he/she has already played one (1) qualfying event in his/her classification. Onyl the highest score in each class shall qualify.

  15. MASTERS EVENTS

    1. Associate Masters - The top 18 male qualifiers (top 10 local, top 4 foreign, top 4 local & foreign) the top 14 female qualifiers (top 8 local, top 3 foreign, top 3 local & foreign) will play 10 games series with lane movement after every two (2) game block and positioning on the last two (2) games. The top three (3) finishers in each division will be declared Associate Masters Champion, 1st runner-up and 2nd runner-up.

    2. Graded Masters - The top 18 male qualifiers (top 10 local, top 4 foreign, top 4 local & foreign) the top 14 female qualifiers (top 8 local, top 3 foreign, top 3 local & foreign) will play 10 games series with lane movement after every two (2) game block and positioning on the last two (2) games. The top three (3) finishers in each division will be declared Graded Masters Champion, 1st runner-up and 2nd runner-up.

    3. Open Masters - The top 32 male qualifiers (defending champion, top 14 local, top 10 foreign, top 7 local & foreign) the top 28 female qualifiers (defending champion, top 12 local, top 8 foreign, top 7 local & foreign) will play 10 games series in Round 1 with changes every game block. The top sizteen (16) male, and the top fourteen (14) female bowlers will advance to the Round 2, where, starting from scratch, they will play another ten (10) game series with lane movement every game. The top three (3) bowlers in each division, based on total pinfalls from Round 2, will advance to the step-ladder finals.

      In the Step-ladder matches, the number 2 and number 3 finishers will bowl against each other over one game, with the winner advancing to the final match against the top qualifier. The top qualifier needs only to win one (1) game to be declared the Champion, while the challenger must win two (2) games to be declared the Champion.

    4. Senior Masters - This event is open to all bowlers who are 50 years old and above. The top 12 men and women (women shall be given a 7-pin handicap) will play a 10-game series with lane movement after every two (2) game block and positioning on the two two (2) games. The top three (3) finishers will be declared Senior Masters Champion, 1st runner-up and 2nd runner-up.

    5. Youth Masters - This event is open to all bowlers who are 22 years of age as at January 1, 2001. The top 12 boys and top 8 Girls shall play a 10-game series with lane movement after every two (2) game block and positioning on the two two (2) games. The top three (3) finishers will be declared Youth Masters Champion, 1st runner-up and 2nd runner-up.

      In instances where slots for foreign bowlers are not filled up, local bowlers can vie for the said slots. The Tournament Committee reserves the right to increse or decrease the number of slots depending on the participation of local and foreign bowlers.

      Slots scheduled on June 16 & 17 will be alloted to overseas bowlers only. In cases, where slots are not filled up, local bowlers can avail of these slots on a first come, first served basis.

  16. TIE-BREAKING PROCEDURES

    1. When a tie occurs in the qualifying events, the bowler with the least difference between the highest and the lowest game of the series shall prevail.

    2. When a tie occurs for any of the first three (3) positions in the singles, doubles or team events, the least difference between the highest and the lowest game of the series shall prevail.

    3. In case of a tie between two or more players for the first place (champion) in the open, graded or associate masters events, the first place will be resolved with one (1) game roll-off. In the case of another tie the 9th and 10th frame shall be played to break the tie and will continue until the tie is broken. If a tie is registered for the 1st and 2nd runner-up positions, the leaset difference between the highest and the lowest game of the series shall prevail.

  17. SCORESHEET

    1. Official score sheets must be signed by the bowlers after each game to acknowledge his/her score. If the bowler fails to sign his/her scoresheets, it is presumed that the same is correct score and no protest on such basis shall be entered.

    2. For teams or doubles events, the designated captain must sign the scoresheets. Errors in scoring or in calculation in tournament play must be corrected by a tournament official immediately upon discovery of such error. Questionable errors shall be declared/decided by the Tournament Committee.

    3. Any player who deliberately tampers his/her scoresheet shall be disqualified immediately from further participation in the tournament.

  18. NO OPEN BOWLING
    When the tournament has started, participants shall not be allowed to play open bowling regardless of lane availability in the venue of the tournament.

  19. FIQ-WTBA ADJUDICATION
    As this tournament is FIQ-WTBA sanctioned, an appeal may be submitted in writing to FIQ-WTBA Asian Zone through PBC within 30 day's of the PBC's decision for final adjudication.
