11th Super Classic 99 Title
General Rules & Regulations


Ojectives
This international tournament is organized aims to foster and promote goodwill, comradeship, friendship and sportsmanship amongst the local and overseas bowlers in the bowling fraternity.

Sanctioning
This tournament is sanctioned by STBC and through STBC, FIQ-WTBA (Asian Zone) and FIQ-WTBA (World).

Eligibility
This tournament is open to:-

  1. All current members of STBC affiliated clubs in Singapore.
  2. All current members of overseas bowling clubs and individuals who are members/associates/affiliates to their respective controlling associations, congresses who are members of FIQ-WTBA.
  3. All overseas participants must notify and obtain written consent from their respective associations/congresses before submission of their entries to the Tournament.

Playing Rules
All STBC and FIQ-WTBA playing rules shall apply.

Format/Squad Time
This is a singles event ad is open to the first 144 bowlers.

All female bowlers shall receive a handicap of 5 points added to each game bowled in the Qualifying Rounds of 30 games, Finals of 12 games and the Stepladder Grand Finals matches.

The totel pinfalls with handicap of the female bowlers' scores shall determine their position standings with the male bowlers' scratch total pinfall scores.

The 144 bowlers will be divided into 3 squads of 48 bowlers each, with 4 bowlers to a pair of lanes.

  • Squad A - 48 bowlers
  • Squad B - 48 bowlers
  • Squad C - 48 bowlers
9 March Tuesday
Registration of balls/practice sessions.
P/S: Practice session at bowler's own account.
Qualifying rounds will be over 30 games conducted over 3 days: Wednesday, Thursday and Friday (10 games per day).

Semi-Finals
The top 20 bowlers (based on total pinfalls) after the Qualifying rounds will bowl in the Semi-Finals over 12 games. The top 3 placings after the 12 games series, based on total pinfalls will advance to the Stepladder Grand Finals.

Grand Finals
In the Grand Finals, the Step-Ladder format will be as follows:-

  • Match #1
    3rd placed bowler shall play the 2nd placed bowler in a one game roll-off, total pinfalls to count from scratch.
  • Match #2
    The winner of Match #1 shall play the 1st placed bowler over one game, total pinfalls to count from scratch. If the 1st placed bowler wins the game, the 1st placed bowler will be declared as Champion. If the challenger wins, one more game will be required, total pinfalls to count from scratch again. The winner of the second game shall be decalred the Champion.

Entries and Entry Fee

  1. All entries must be submitted on prescribed forms available. Download Entry Form here. Entry forms not completely and/or illegibly filled will be disqualified.
  2. The entry fee for the Cathay Bowl Super Classic is S$550 per bowler (inclusive of GST and games fee).
  3. No entry is reserved unless a deposit of S$200 is submitted with each entry. Deposits are neither refundable nor transferable.
  4. Closing Date:
    1 March, 1999 Monday.
  5. Entries acceptance of up to 144 is based on first-come, first-served basis or the closing date, whichever comes first.

Refund
No refund of entry fees will be made after it has been paid and the entry had been registered and accepted. Any participant who fails to show up and/or is late for checking in for the scheduled sqaud will be disqualified and the entry fees forfeited.

Awards
Prizes in the form of gift vouchers, merchandise, trophies, etc. will be awarded to the top 36 bowlers of this Tournament. Cathay Bowl, Eastside House Awards will not apply throughout the Tournament, unless specified.

Perfect Game
S$100,000 cash award is awarded for Perfect Game(s) bowled during the Cathay Bowl Super Classic. Professional bowlers, ex-professional bowlers and/or bowlers who had achieved this award during previous Cathay Bowl Super Classic tournaments is not eligible for the award.

In the event when more than one bowler achieve the Perfect Game during the Tournament, the award shall be shared proportionally amongst the bowlers involved, based on the number of Perfect Games bowled. Perfect Game details will be available from the Squad Room.

Checking-in
All participants must check-in by 6.00pm on 9 March, 1999 (Tuesday). Overseas participants not arriving on time must confirm the arrival 24 hours in advance, failing which the Tournament Manager or in his absence, his appointed official(s) on duty reserves the right to call in the bowlers on waiting list.

Reporting Time
Cathay Bowl Eastside's clock shall be the official timepiece. Notwithstanding any delays in the commencement of the tournament, all participants are to check-in 30 minutes before the scheduled bowling time.

Any tardy bowler joining in the squads/Semi-Finals will assume their participation as follows:

  • After briefing: To join the squad withour briefing.
  • After warm-up: To join in the squad without warm-up.
  • Roll-off: To commence his/her game at the frame, which the bowlers of his/her respective lane has/have bowled.
No reserve will be called up for the Semi-Finals / Finals of this Tournament. In the event of absenteeism, the Tournament Manager will determine the appointment of pacers as he sees fit.

Bowling Balls Registration
It is the bowler's responsibility to ensure that all bowling balls used during the tournament are verified for correctness of weight and other specifications, as well as conforming to FIQ-WTBA rules and regulations. If in doubt, the bowler may have his/her bowling ball(s) verified by the Tournament Technical Committee. The Tournament Manager of his appointed official(s) on duty reserves the right to recall any bowling ball for inspection at any time.

If at any time a bowler is found to have used an illegal ball, even if previously certified legal by the Tournament Technical Committee, he/she may be disqualified from the entire Tournament. All his/her winnings and/or position standing will be stripped off. If the Tournament Committee is of the opinion that such usage was deliberate and with intent to cheat, he/she may be further reported to the respective Association/Congress and FIQ-WTBA for additional penalization. He/She may also be asked to return immediately to the Tournament Manager or his appointed official(s) on duty, any awards that have already been given to him.

Dress Code
Bowlers are required to be properly and appropriately dressed for bowling. If in the opinion of the Tournament Manager or his appointed official(s) on duty, a bowler is not properly and appropriately dressed, he/she may not be permitted to bowl. In the event of TV coverage, it is the prerogative of the Tournament Manager to nominate/stipulate the attire to be won.

Scores Verification
It is the responsibility of each bowler to verify the correctness of each game bowled by signing on the official result sheet, which will be used as the official score recorded. Once signed, the scores shall stand, unless otherwise decided by the Tournament Manager. In the event the official score sheet is not signed for any reason, the Tournament Manager reserves the right to refuse acceptance of the result sheet.

Tie-Breaker

  1. Should a tie occurs in the lat qualifying positions in the Qualifying rounds, the tiebreaker shall be determined by a one-game roll-off. The time of such roll-off will be at the end of the last block of games. Tiebreakers are to check-in at 9.30pm prior to the ending of the last block of games on the same day the tie occurs.
    Should there still be a further tie after the one game roll-off, the 9th and 10th frames roll-off will be used and repeated until the tie(s) is/are broken.
  2. In the event of a tie occuring in any of the top 3 positions in the Semi-Finals before the commencement of the Stepladder Grand Finals, a one game roll-off will be played. Should there still be a tie, then the 9th and 10th frames roll-off will be used and/or repeated until the tie(s) is/are broken.
  3. In the event of a tie in any of the positions from 4th to 36th placing, the winner shall be decided by the highest game bowled during that block of games and/or repeated until the tie(s) is/are broken.
  4. Should a tie occurs during the Stepladder in Match 1 or at the end of the 1 game, the total pinfalls in Match 2, the 9th and 10th frame roll-off will be used and/or repeated until the winner is determined.

Pacers
No pacers will be allowed throughout the Tournament unless appointed by the Tournament Manager or his appointed official on duty.

Slow Bowling
Bowlers who are in readiness to step on the approach to deliver a ball, shall have the following rights and obligations:

  1. They may claim right of way over anyone moving to the approach or preparing to bowl on the lane immediately on their left.
  2. They should give way to any bowler who is moving towards the approach or preparing to bowl on the lane immediately on their right.
  3. Bowlers shall be ready to bowl when it is their turn and shall not delay going to the approach if the lanes immediately adjacent to them on the left and right sides are clear.
  4. If a bowler does not observe the procedure outlined in above, he shall be warned by the Tournament Manager or his appointed official(s) on duty with a white card for the first offence (no penalty). For the third offence and each succeeding offence thereafter in a block of games, the bowler shall be shown the red card and shall be given zero pinfall for the frame.

Interrupted Game(s)

  1. The Tournament Manager or his appointed official on duty amy authorize the completion of a game and series on another pair of lanes when equipement failure on the starting lanes delay the normal progress of the series. An interrupted game and series which cannot be completed must resume from the point of interruption.
  2. In the event that any scores of games being lost/erased and are not able to be re-called and/or traced due to power failure (blackout), the bowler(s) concerned will be required to re-bowl a new game when the power supply is resumed. However, all scores of completed games that have been recorded on the Master Score Sheets shall remain unchanged.

Bowling On Wrong Lane
When the bowler(s) bowl(s) on the wrong lane(s) and the error is discovered before another bowler has bowled, a dead ball shall be declared and the bowler(s) will be required to rebowl on the correct lane(s). If the error is not discovered until the opposing bowler has bowled, the scores shall count and the bowler shall be required to bowl his subsequent frame(s) on the wrong lane.

Loss of Scores during Black-outs/Power Failure
In the event of power failure/TV monitor blacks out in the progress of a game and game scores could not be traced after power supply resumes, bowler(s) concerned have to re-bowl that particular game. However, previous games where the scores have been duly recorded shall stand unchanged.

Protests

  1. Eligibility: Protests involving eligibility must be submitted in writing to the Tournament Manager or his appointed official(s) on duty within 24 hours of the time of the alledged infringement.
  2. Errors in Scoring: The Tournament Officials immediately upon discovery of such errors will correct the scoring errors or calculation. Protests involving such errors in scoring will only be entertained if such protests are brought to the attention of the Tournament Manager or his appointed official on duty on the spot.
  3. Fouls: Protests involving fouls must be brought to the attention of the Lane Marshals before the delivery of the next ball. No protests will be entertained after the bowler has made his second delivery of the frame.
  4. All other protests, except where they involve the Semi-Finals/Grand Finals must be made in writing to the Tournament Manager on or before 1000 hours on Saturday, 13 March 1999. When it involves the Semi-Finals/Grand Finals, the protest must be made in writing to the Tournament Manager on the spot and/or before the presentation of prizes.
  5. No protests will be entertained after the presentation of prizes.

Interpretation Clause
The Tournament Manager or in his absence, his appointed official(s) on duty reserve(s) the right to accept or reject any entry(ies) as he/she deem(s) fit. Any matter arising which is not covered in this Tournament Rules & Regulations, the Tournament Manager shall decide. His decision shall be final, subject only to appeal to STBC. Such appeal must be made in writing within 48 hours of the Tournament Manager's decision.

FIQ-WTBA Adjudication
As this Tournament is sanctioned by STBC and FIQ-WTBA, notwithstanding rules and protests and interpretation clause; appeal may be submitted to STBC Council in writing within 48 hours after the infringement occurred and/or before prize presentation, whichever is earlier.

Sould the appeal involves position standing in any event of the Tournament, it is the perogative of the Tournament Manager to withhold presentation of prizes, for that event until the determination of the outcome of the appeal.

Notwithstanding STBC's decision, a final appeal through STBC may be made in writing within thirty (30) days to the FIQ-WTBA Asian Zone for final adjudication.
