32nd Singapore International Open Title
General Rules & Regulations
  1. ORGANIZATION AND SANCTION
    This International Bowling Championship is organized by the Singapore Tenpin Bowling Congress and sanctioned by FIQ-WTBA (Asian Zone) and FIQ-WTBA (World). FIQ WTBA Playing Rules and Regulations shall apply on matters not covered herein.

  2. ELIGIBILITY
    All current STBC members of good standing and foreign bowlers accredited by their respective Congress/Federation/Association are eligible to participate in this tournament.

  3. AVERGAES
    The STBC official average as at 31 Mar 99 for local bowlers shall apply for purposes of classification, subject to the bowlers having completed a minimum of 18 games. Local bowlers without the required minimum 18 games in the official STBC computation as at 31 Mar 99 must submit certified confirmation showing the scores of all games bowled in STBC-sanctioned leagues and tournaments.

    Overseas bowlers must submit a certification or proof of their averages as attested to by the officials of their respective Congress/Federation/Association.

    Irrespective of average, a bowler who has won a Graded/Open Masters in an STBC or FIQ-WTBA sanctioned tournament from 1996 to the date of this tournament is not allowed to participate in the Graded Division of this tournament. It is the responsibility of the bowler to ascertain whether he/she is qualified to bowl in the Graded Division under this Rule.

  4. CLASSIFICATION

    1. OPEN DIVISION
      All registered male and female bowlers, regardless of average, are qualified to play in this classification. Open Division bowlers are required to complete their All-Events of Singles, Doubles and Trios before they can play in the Master's Final.

    2. GRADED DIVISION
      Male bowlers with an average of 184 and below and female bowlers with an average of 174 and below are qualified to play in this classification. Graded Division bowlers are required to complete their All-Events of Singles, Doubles and Trios before they can play in the Master's Final.

    3. SENIOR DIVISION
      All male and female bowlers 50 years of age & above as at 1st July 1999 are qualified to play in this classification. Senior Division bowlers will only play in the Master's Qualifying event to qualify for the Master's Final.

    4. YOUTH DIVISION
      All male and female bowlers below 22 years of age as at 1st July 1999 are qualified to play in this classification. Youth Division bowlers will only play in the Master's Qualifying event to qualify for the Master's Final.

  5. REGISTRATION OF ENTRIES
    Registration of entries, duly completed and with the corresponding payments, will be accepted at the Singapore Bowling Academy, starting 5th July 1999. Entries will be accepted subject to the availability of lanes and squad time. The Tournament Committee reserves the right to accept or reject an entry, postpone, add/or cancel any squad time. The last squad for the Youth bowlers will be the 1700 hours squad, daily. In addition, the last squad for local bowlers will be the 2300 hours squad on 12 July 99, after which priority will be given to overseas bowlers and local bowlers can only play when vacancies arise (please see Squad Schedule).

  6. REFUND
    No refund shall be made after an entry has been registered and accepted. A participant who fails to show up and/or is late for the scheduled squad shall be disqualified from participation in that squad and the entry fee forfeited.

  7. REPLACEMENTS AND CHANGES
    No changes in squad time will be allowed on any registered entry. Only the following will be accepted:

    1. Changes and/or replacement in the trios and doubles line-up.
    2. Individual replacement in the singles / qualifying event.

  8. CHECK-IN TIME
    All participants must check-in at the tournament counter at least thirty (30) minutes before the scheduled time for the Masters' Finals, failing which they shall be disqualified. The clock in the Singapore Bowling Academy shall be the official timepiece of the tournament.

  9. DRESS CODE (BOWLER'S ATTIRE)
    Bowlers are required to be properly and appropriately dressed for bowling. If, in the opinion of the Tournament Manager a bowler is not appropriately dressed, he may not be permitted to bowl. Male bowlers are not allowed to wear sleeveless shirts and/or shorts.

    In the event of TV coverage for the Step-Ladder Grand Finals, it is the prerogative of the Tournament Manager to stipulate the attire to be worn

  10. BOLWING BALLS
    It is the bowler's responsibility to ensure that all bowling balls used during the tournament are verified for correctness of weight and other specifications, conforming to FIQ-WTBA Rules and Regulations. The Tournament Committee reserves the right to examine the balls used by the participants. Use of an illegal ball is a ground for disqualification and forfeiture of game, prizes and standings aside from such other penalties that may be imposed if the use of an illegal ball is proven.

  11. PLAYING AREA
    Other than the players and official individual/team coach, only tournament officials shall be allowed to enter the playing area. When leaving the playing area during the competition, the bowler is requested to ask permission from the lane marshal or tournament official. Eating, drinking and smoking is not allowed in the bowlers' area

  12. PARTICIPATION FEES AND EVENTS

    1. REGISTRATION FEES
      A fee of $50.00 is payable by all participants as a Registration fee. This will entitle all registrants to a souvenir of the tournament and invitation to the Victory Banquet.

    2. ALL EVENTS

    3. SINGLES EVENT
      A fee of $28.00 is payable for the Singles, which will consist of a 4-game series. The top 3 Singles winners in the Open and Graded divisions will be declared from the highest total pinfalls, provided that if the same bowler registered more than one best score, only one score will be considered. A Singles event score is not considered a Masters' Qualifying event score.

    4. DOUBLES EVENT
      A fee of $50.00 is payable for the Doubles pair, which will consist of 2 bowlers, each bowling a 3-game series. The top 3 Doubles winners in the Open and Graded divisions will be declared from the highest total pinfalls, provided that if the same pair registered more than one best score, only one score will be considered.

    5. TRIOS EVENT
      A fee of $75.00 is payable for the Trios team, which will consist of 3 bowlers, each bowling a 3-game series. The top three Trios winners in the Open and Graded divisions will be declared from the highest total pinfalls, provided that if the same team registered more than one best score, only one score will be considered.

    6. MASTERS' QUALIFYING EVENT
      A fee of $28.00 is payable for the Master's Qualifying event, which is open to all bowlers in their respective division and classification. However, before bowlers in the Open and Graded divisions attempt their first Master's Qualifying event, the bowlers must show proof that they have paid their All-Events entry fee. Master's Qualifying event will be based on a 4-game series for the Master's Final. All Master's Qualifying scores will not be considered as Singles event scores for the Open and Graded division bowlers. Multiple attempts are allowed.

    7. MASTERS' FINALS EVENT

      1. Open Master's Finals
        The Master's finalist fee is $180.00 for male and $150.00 for female qualifiers.
        The top 28 male qualifiers (top 9 local, top 9 overseas, top 9 local/overseas and the Defending Champion) and the top 20 female qualifiers (top 6 local, top 6 overseas, top 7 local/overseas and the Defending Champion) will play 16 games (in 2 blocks of 8 games each, over 2 days). In the event that the Defending Champion does not defend the title, the vacancy will go to the Local/Overseas pool. The top 3 finishers based on total pinfalls shall advance to the Step-Ladder Grand Finals. The 3rd placed bowler will play against the 2nd placed bowler in a one-game roll-off, total pinfalls to count from scratch. The winner shall play the 1st placed bowler over one game, total pinfalls to count from scratch. If the 1st placed bowler loses, one more game will be played counting from scratch, and the winner of this game will be declared the Master's Champion.

      2. Graded Master's Finals
        The Master's finalist fee is $140.00 for male and $100.00 for female qualifiers.
        The top 24 male qualifiers and the top 15 female qualifiers will play 10 games scratch, total pinfalls to decide the winners.

      3. Senior Master's Finals
        The Master's finalist fee is $80.00 for both male and female qualifiers.
        The top 12 male qualifiers and top 8 female qualifiers will play 10 games scratch, total pinfalls to decide the winners.

      4. Youth Master's Finals
        The Master's finalist fee is $80.00 for both male and female qualifiers.
        The top 20 male qualifiers and the top 12 female qualifiers will play 10 games scratch, total pinfalls to decide the winners.

  13. PRIZES AND AWARDS

    1. Prizes in the form of Cash Vouchers, Gifts, Medallions, etc. will be awarded to the winners of the various categories. Bowling Centre House Awards do not apply unless otherwise announced.

    2. The Perfect Game Award is $20,000/-, to be shared if there is more than one winner.

  14. TIE-BREAKING PROCEDURES

    1. When a tie is registered in the Master's Qualifying event, the player with the higher game shall be the winner. If this still ends in a tie, the next high game will be counted, and this will be repeated until the tie is broken.

    2. When a tie is registered which will affect the award of prizes, the prizes will be shared equally among the co-winners.

    3. In the event of a tie occurring which will affect the determination of the top 3 positions of the Master's Finals of the Open Division prior to the Step-Ladder Grand Finals, a one-game roll-off shall be played. If the tie still exists, a repeat of the 9th and 10th frame shall be played and/or repeated until the tie is broken.

    4. If a tie occurs in the Step-Ladder Grand Finals, a 9th and 10th frame roll-off shall be used and/or repeated until the tie is broken.

  15. SLOW BOWLING

    1. Players preparing to step on the approach and deliver a ball shall have the following rights and obligations:

      1. They may claim right of way only over a player moving to the approach or preparing to bowl on the lane immediately to their left.

      2. They shall yield to a player moving to the approach or preparing to bowl on the lane immediately to their right.

      3. Players shall be ready to bowl when it is their turn and shall not delay the start of their approach or delivery if the lane immediately adjacent to them on both the right and left are clear.

    2. If a player does not observe the procedures outlined in 15.1, it may be construed as slow bowling. A player failing to observe these procedures shall be warned by an authorized tournament officials as follows:

      1. A white card for the first offence (no penalty).

      2. A yellow card for the second offence (no penalty).

      3. A red card for the third and succeeding offence in any block of games, the penalty shall be zero pinfall for the frame.

  16. VERIFICATION OF SCORES
    It is the bowler's responsibility to ensure that the correct score for each game bowled is recorded in the official score sheet by signing on the official score sheet, which will be used as the official score record. Once signed, the scores shall stand unless otherwise decided by the Tournament Manager. If the official score sheet is not signed for any reason, the Tournament Manager reserves the right to refuse acceptance of the score sheet.

  17. INTERRUPTED GAME(S)

    1. The Tournament Manager may authorise the completion of a game and series on another pair of lanes when equipment failure on the lanes would delay the normal progress of the series. An interrupted game and series which cannot be completed must resume from the point of interruption.

    2. In the event the score of any game is lost/erased and cannot be re-called and/or traced due to power or equipment failure, the bowler concerned will be required to re-bowl a new game when the power supply is resumed or equipment is repaired. However, all scores of completed games that have been recorded on the official score sheet shall remain unchanged.

  18. PROTESTS

    1. ELIGIBILITY
      In the event the score of any game is lost/erased and cannot be re-called and/or traced due to power or equipment failure, the bowler concerned will be required to re-bowl a new game when the power supply is resumed or equipment is repaired. However, all scores of completed games that have been recorded on the official score sheet shall remain unchanged.

    2. ERRORS IN SCORING
      Protests (involving eligibility) must be submitted in writing to the Tournament Manager or his appointed official in duty.

    3. FOULS
      Protests involving fouls must be brought to the attention of the Lane Marshall before the delivery of the next ball. No protests will be entertained after the bowler has made his/her second delivery of the frame.

    4. ALL OTHER FOULS
      Protests involving the Masters Qualifying event must be lodged with the Tournament Manager in writing, not later that 2 hours after the completion of the squad in which the protest has arisen. When a protest involves the Master's Finals of the Open Division (Men & Women), such a protest must be lodged with the Tournament Manager on the spot, in any case before the commencement of the Step-ladder Grand Finals. Protests involving the Step-Ladder Grand Finals must be brought to the attention of the Tournament Manager on the spot.

      No protests will be entertained after the presentation of prizes.

    5. WITHOLDING OF PRIZES
      When a protest is lodged involving the final positions in any event and pending the decision of appeals to either the STBC/FIQ-WTBA, the Tournament Manager reserves the right to withhold presentation of the prizes for the event pending the outcome of the appeal.

  19. INTERPRETATION CLAUSE
    The Tournament Manager, or, in his absence, his appointed official on duty, reserves the right to accept or reject any entry as he deems fit.

  20. FIQ-WTBA ADJUDICATION
    As this tournament is FIQ-WTBA sanctioned, notwithstanding Rule # 19, an appeal may be submitted in writing to FIQ-WTBA Asian Zone through STBC within 30 day's of the STBC's decision for final adjudication.
